Debate on supply-critical raw materials shows growing importance of graphite

In 60 Minutes the main talk was about rare earths, which over 90% of US imports come from China. The resource dependency concern applies equally to natural graphite, said Anthony Huston, President and CEO of Graphite One. For almost 25 years now, 100% of the graphite used in the USA has been imported, with China alone accounting for over 70% of global graphite deliveries. Like rare earths, graphite is classified by the US government as a critical raw material.

Just days after the 60 Minutes reportage, Republican US Senator and Chairwoman of the Senate Committee on Energy and Natural Resources, Lisa Murkowski (Alaska), drafted a bill titled The American Mineral Security Act of 2015, the United States Geological Survey, a federal agency and research organization, would prepare a list of supply-critical minerals and reform the federal mining approval process. We are not just dependent on rare earths from China. And we are not dependent solely on China for an amazing variety of minerals that we need to improve virtually every aspect of everyday life, said Senator Murkowski. While foreign oil is now a secondary national concern, dependence on foreign minerals creates a creeping threat to national security, growth and competitiveness.

In addition, the Armed Services committees of the Senate and the House of Representatives have recently published the Department of Defense's report on supply requirements for strategic and supply-critical raw materials. The 2015 report includes natural flake graphite in its control list for so-called shortfall materials and supply-critical raw materials. In order to compile this list, supply and demand for various raw materials are measured taking into account certain crisis scenarios.

The report was prepared by the Defense Logistics Agency's Strategic Materials department, which constantly monitors the supply chain for materials relevant to Defense Department (DoD) specific defense systems and weapons platforms. The Pentagon report states: Natural graphite is used in the defense industry, among others, for batteries, lubricants, protective vests, turbine components, coatings in aircraft construction and missile parts. The report also states that the US has no domestic production of natural graphite, but that some 90 US companies use graphite. And further: High quality flake graphite will most likely see an increase in demand in the coming years. The supply, however, seems to be constant at best and there are concerns about possible restrictions on Chinese exports.
